Abstract:

The mission of subscription company fraud teams is to reduce the direct and indirect costs of fraud on their businesses.  The typical focus is on detecting and preventing fraudulent transactions, managing payments compliance, providing the necessary fraud reporting and data analysis tools, and coordinating policies and procedures related to fraud across the company.   

This responsibility for managing fraud is broad, but this approach unfortunately limits the scope of fraud cost management too narrowly, focusing primarily on identifying transactions that are likely fraudulent, and managing costs after a chargeback occurs.  

What’s missing?  Simply the management of the significantly larger harm to subscription companies that indirectly produced by the fraud in the payments system.  This is the revenue and subscriber losses directly caused by decision errors made by Issuer’s fraud systems.  This harm is real, it is very costly, and merchants cannot optimize the solution by themselves.
